OpenCart v3.0.3.6 return form doesn't work

Question

I have this form but somehow doesn't work,

Any idea?

When I click Send some agree div is interfering with the form,

I have checked CSS but nothing special there,

Maybe it's ReCAPTCHA?

I will try disable the plug ins to see if it works, When I add in backend a return it works,
