No PAPI counters available on Ubuntu 20.04

I am trying to install the PAPI library in order to measure the cache misses of other programs. However, apparently there aren't any events available as can be seen in the output of papi_avail :

Further, as suggested in other stackoverflow posts, I also disabled the kernel flags /proc/sys/kernel/perf_event_paranoid and /proc/sys/kernel/kptr_restrict, i.e. we have:
