error: can't find Rust compiler

      If you are using an outdated pip version, it is possible a prebuilt wheel is available for this package but pip is not able to install from it. Installing from the wheel would avoid the need for a Rust compiler.

      To update pip, run:

          pip install --upgrade pip

      and then retry package installation.

      If you did intend to build this package from source, try installing a Rust compiler from your system package manager and ensure it is on the PATH during installation. Alternatively, rustup (available at https://rustup.rs) is the recommended way to download and update the Rust compiler toolchain.

  note: This error originates from a subprocess, and is likely not a problem with pip.

I'm not sure what "cl: ??? warning D9025 :????"/MD"(?"/MT") sentencepiece_wrap.cxx sentencepiece_wrap.cxx(2777): fatal error C1083: ????????:
No such file or directory" this is talking about, since I do have sentencepiece installed. So instead, I tried to install RUST first, and then it gaves me this error:

I'm not sure what " FileNotFoundError: [WinError 2] 系统找不到指定的文件。" this line meant? I re-installed anaconda and it didn't do anything. Any help would be greatly appreciated!

From your question I can see that you are using python 3.9

From the Official page of NewsSentiment :

https://pypi.org/project/NewsSentiment/

Requires: Python <3.9, >=3.7

It Only supports Python 3.7 and Python 3.8

If you don't have Python 3.7, we recommend using Anaconda for setting up requirements because it is very easy
