Virtual Box MySQL Server VM constantly timing out

I'm trying to connect to my MySQL server hosted in a VirtualBox VM with the following configuration file:

The error I get is :

SQLSTATE[HY000] [2003] Can't connect to MySQL server on host

I'm using Laravel 4.2 and PDO driver. Is this happening because being hosted in a VirtualBox VM?

You need to uncomment the bind-address argument to allow for connections outside of the VM.

bind-address           = 0.0.0.0
