I have this error when trying to import tensorflow_hub: cannot import name 'parameter_server_strategy_v2' from 'tensorflow.python.distribute'

Any Idea on how to fix it ?

I'm on windows 10, with Anaconda, Python 3.7, tensorflow version is 2.3.1,
numpy version is 1.19.2 tensorflow_hub version is 0.10.0 The same error was with tensorflow_hub version 0.8.0

I believe you've got the wrong version of tensorflow-estimator installed: pip package tensorflow 2.3.1 requires tensorflow-estimator<2.4.0,>=2.3.0, but the offending import in line 30 of ...\site-packages\tensorflow_estimator\python\estimator\run_config.py is from tensorflow-estimator 2.4.0.

I had the same issue and it was resolved by downgrading the tensorflow-estimator version in my environment from 2.4.0 to 2.3.0. I was able to do this very easily in Anaconda Navigator but this can be accomplished just the same in any other environment/package manager by using pip:

pip install --upgrade tensorflow-estimator==2.3.0

Note: --upgrade works for both upgrades and downgrades.
