I am not sure why Edit as HTML
of <style>
element is disabled in IE
However, I can edit as HTML of the <style>
element in Chrome.
How to enable it?

I try to check the Edit as HTML option and it looks like IE does not support editing the CSS using this option. This is the reason that the Edit as HTML option is disabled for style elements.
However, if you select any specific HTML element on the page using developer tools then you can see the applied CSS in the Styles tab that gets displayed in the right sidebar of the developer tools.
Here, you can add, edit, or delete the CSS elements.
