This problem is probably due to using incompatible versions of the cygwin DLL.
Search for cygwin1.dll using the Windows Start->Find/Search facility
and delete all but the most recent version. The most recent version *should*
reside in x:\cygwin\bin, where 'x' is the drive on which you have
installed the cygwin distribution. Rebooting is also suggested if you
are unable to find another cygwin DLL.

Try the same git bash in a CMD session where you set the PATH environment variable to a minimal value:

set PATH=C:\WINDOWS\system32;C:\WINDOWS;C:\WINDOWS\System32\Wbem
set PATH=C:\path\to\Git\bin;C:\path\to\Git\cmd;C:\path\to\Git\usr\bin;%PATH%

Then type bash and see if the error persists.
I have tested it with git version 2.11.0.windows.1 on Windows 10 (latest patches). It does work.

The OP ChenLee confirms in the comments:

I totally reinstall cmder and all is working fine now.

In my case the culprit turned out to be (me and) the "Mandatory ASLR" setting. When set to 'ON' it forces relocation of images NOT compatible with /DYNAMICBASE, and that wrecked havoc on the Git-for-windows binaries.
